Low Yen Ling to Contest from Newly Formed Bukit Gombak SMC – 14 Years’ Journey and a New Beginning
Singapore’s political landscape has taken a new turn, especially with the formation of Bukit Gombak SMC for GE2025. The People’s Action Party (PAP) has announced its candidate from this new Single Member Constituency (SMC) – none other than Low Yen Ling, who has been serving in the Bukit Gombak ward for the past 14 years.
Low Yen Ling was the MP of Chua Chu Kang GRC till now, but she will contest from the new Bukit Gombak SMC in the 2025 General Elections. The PAP made the announcement on 14 April at its branch office – Block 10 Teck Whye Avenue – where it also introduced the new slate of Chua Chu Kang GRC.
Who is Low Yen Ling?
Low Yen Ling is Singapore’s Senior Minister of State for Culture, Community and Youth, and also serves in the Trade and Industry ministries under the same designation. She is also the Mayor of the South West District – an important position in which she has considerable grassroots experience.
Her political career began in 2011 when she contested the Chua Chu Kang GRC elections. Since then she has represented the Bukit Gombak ward, and through her work she has developed a strong rapport with residents.

Bukit Gombak SMC – what’s new?
Bukit Gombak is now an independent SMC, comprising Bukit Gombak and Hillview estates, with around 26,364 registered voters. This is a strategic move, which will see the area elect its own dedicated MP, unlike before when it was part of the Chua Chu Kang GRC.
Low Yen Ling said, “I am committed to the needs, welfare and aspirations of our Bukit Gombak residents.” He says he has seen the area grow and has developed a friendly connection with people.
Chua Chu Kang GRC – New Slate
Chua Chu Kang GRC will see some new faces in GE2025. Deputy Prime Minister Gan Kim Yong and MP Zhulkarnain Abdul Rahim will retain their positions, but Don Wee will not contest the election this time.
They will be replaced by two new PAP candidates – Jeffrey Siow, a former senior civil servant, and Dr Choo Pei Ling, an assistant professor at the Singapore Institute of Technology. The two new faces will join Gan and Zhulkarnain to represent Chua Chu Kang GRC.
Angle of Controversy – PSP vs PAP
There was a small controversy in January 2025 when Progress Singapore Party (PSP) accused its volunteers of being harassed by PAP supporters while distributing flyers in Bukit Gombak.
Low Yen Ling clarified in a Facebook post that PSP had twisted the facts. They claimed that a male PAP volunteer was actually slapped – and later the matter reached the police.
When the media asked them if the incident had an impact on PAP’s perception, they said that their approach has always been resident-centric. She regularly interacts with volunteers, training them on how to work in the interest of the community.

Resident-Centric Development – Real Examples
Low Yen Ling also gave some concrete examples that show how impactful her work is on the ground level:
Opening of Hume MRT Station – This was a major connectivity boost, which was implemented based on feedback from residents.
Development of Bukit Gombak Park – This park earlier had only basic facilities, but today it also has a butterfly garden, community garden and a large dog run. This was planned in collaboration with everyone.
Town Infrastructure Enhancements – He also highlighted Chua Chu Kang town’s five-year rejuvenation plan, which focuses on local development.
He said, “If I get the chance to serve again, we will co-create new initiatives with this resident-centric approach.”
